This manual describes objectives, criteria, and procedures developed by the Department of Environmental Quality to assure the orderly preparation and evaluation of environmental impact reports. This manual was prepared and distributed according to the requirements of VA Code §10.1-1191, which directs the Virginia Department of Environmental Quality (DEQ) to develop procedures governing the preparation and evaluation of required environmental impact reports for state projects.VA Code §10.1-1188 requires state agencies to prepare and submit an environmental impact report (EIR) for each major state project. |
